Texas Republicans have passed new abortion restrictions expected to close almost every abortion clinic in the nation's second most populous state.

The Republican-controlled House voted for the bill while hundreds of protesters screamed from the gallery. Reporters and Democrats saw the voting begin after midnight, but Lt. Gov. David Dewhurst said it began just before.

Texas' special legislative session ended at midnight, and Democrats spent most of the day filibustering the bill. Republicans cited rules to eventually force a vote to end the filibuster.

The bill bans abortions after 20 weeks of pregnancy and requires that all procedures take place in a surgical center.

Doctors who perform abortions would also need admitting privileges at a hospital within 30 miles. The surgical center requirement would shut down 37 of Texas' 42 abortion clinics.

I'm pro-choice, but I agree with most of this bill. I am glad the procedures are to be conducted in a surgical center, but somehow I feel this is going to lead to riskier abortions to those who can't reach the 5 clinics in all of Texas. I know PM doesn't agree with me, and that's okay.

Chaos in Texas Senate: Did abortion clinic bill pass?

As the clock passed midnight Tuesday in Texas, a scene of remarkable chaos unfolded in the state Senate chamber as an eruption of cheering and chanting drowned out the legislative action, leaving it unclear whether a bill that would have shut down most of the state's abortion clinics had passed.

The day began with Democratic Sen. Wendy Davis attempting a 13-hour filibuster to kill the bill. The only way Democrats in the Republican-controlled Senate could have defeated the measure was by not letting it come to a vote before the session was to end at midnight (1 a.m. Wednesday ET).

Under the Senate's rules, Davis, a Democrat from Fort Worth, was required to speak nonstop and on topic without sitting down or even leaning on her desk for support. Twice, Republicans won rulings that Davis broke the rules, once for getting improper assistance from a colleague who helped her adjust her back brace and once for straying from the topic.

Late Tuesday night, Davis ran afoul of a three-strikes-and-you're-out rule when Republican Lt. Gov. David Dewhurst, acting as Senate president, upheld an objection that she had strayed from the topic again, this time by discussing a 2011 law involving sonograms and abortions, which he ruled was non-germane to the abortion bill.

That opened the door for the Senate's Republican majority to call for a straight up-or-down vote to end Davis' remarks. A series of motions,  appeals and parliamentary inquiries on that order followed.

As midnight neared, raucous cheering erupted from the gallery during a roll call vote. The cheering, witnessed on a live video stream of the session, halted Senate action for several minutes. And it remained unclear whether a vote on the bill was taken.

Unlike during famous U.S. filibusters, when senators talked about anything that came to mind to fill the time, Davis had mostly managed to remain on topic.

Earlier in the day, she read the stories of witnesses those who didn't get to speak before a Senate committee discussing the measure last week, before moving on to analyzing the bill itself, the Morning News reported.

The measure would ban abortions after 20 weeks of pregnancy and would require all clinics to be graded as surgical centers, with all doctors required to have admitting privileges at hospitals. It's estimated that nearly all of the state's clinics wouldn't be able to meet the new standards.

In a show of support for Davis, President Barack Obama tweeted Tuesday night: "Something special is happening in Austin tonight. #StandWithWendy"

So some of the people on a pop culture blog I contribute to are flipping tables over the bill not passing.  I'm just sitting there, watching our facebook conversation thread blow up in wailing and gnashing of teeth.  I dont' have enough gonads to venture to ask them why they're so opposed to safety standards.  

I'm glad it passed. :)

Yeah, I've learned to tell the difference between reasoned discourse and mindless passionate screaming.  Funny enough, I'm crashing on one of their couches for two weeks in July.  It's usually easier to talk with her when she's not surrounded by baboons. :)

Isaac's Storm: A Man, a Time, and the Deadliest Hurricane in History by Erik Larson is a very good book about the hurricane, if your interested in learning more.

I really want to shout happily right now. But I don't want to wake my parents up. (Not to mention that I'm not sure I have it in me to scream right now anyway.) So instead you get treated to part of the Jabberwocky, the part I generally quote when I'm excited and end up quoting it (relatively often):

ETA: Line breaks and spelling may or may not be correct. And, Chestertonian, I, for one, am not a Texan but I was watching and waiting anyway, and I know there are others who have posted here (like FP) who are also not Texans.
