Nihil Obstat

No idea. I recognize a few words, but not a proportion adequate to make some sort of guess.

Here is my transcription of the text, if anyone wants to take a look. There may be a couple typos.

LEO XIII CELLAM MAXIMAM VETVSTATE FATISCENTEM INCENTI [INGENTI?] MOLITIONE PRODVCENDAM LAXANDAMQVE CVRAVIT VETVS MVSIVVM MVLTIS IAM ANTEA PARTIBVS INSTAVRATVM AD ANTIQVVM EXEMPLAR RESTITIVI ET IN NOVAM ABSIDEM OPERE CVLTVQVE MAGNIFICO EXORNATAM TRANSFERRI AVLAM TRANSVERSAM LAQVEARI ET CONTIGNATIONE REFECTIS EXPOLIRI IVSSIT ANNO CHR MDCCCLXXXIV SACRI PRINC VII

From what I can gather, it's talking about restorations or building works (something along those lines anyway) ordered by Leo XIII, I think in 1884.

The Latin inscription says: (some of the V's are U)

LEO XIII CELLAM MAXIMAM VETUSTATE FATISCENTEM INGENTI MOLITIONE PRODUCENDAM LAXANDAMQUE CURAVIT VETUS MUSIVUM MULTIS IAM ANTEA PARTIBUS INSTAURATUM AD ANTIQUUM EXEMPLAR RESTITUI ET IN NOVAM ABSIDEM OPERE CULTUQUE MAGNIFICO EXORNATAM TRANSFERRI AULAM TRANSVERSAM LAQUEARI ET CONTIGNATIONE REFECTIS EXPOLIRI IUSSIT ANNO CHR MDCCCLXXXIV SACRI PRINC VII

which means in English:

LEO XIII cell splits huge effort to produce the maximum age for many mosaic LAXANDAMQUE cured OLD PARTIES TO THE OLD CUSTOM MODEL restored and the new ARC MUCH WORK hints decorate TRANSFERRED courtroom ceiling and floors across the rebuilt embellished ordered YEAR 1884 SACRED Prince Chr 7
