It is not the 'technical reason', but it sort of feels like they carried out the Holy Week renovations, which consisted of tinkering with most of the rubrics and ceremonials, and they just had so much fun that they wanted to do it with everything else too. :P Part of it was a desire to simplify the classes of feasts, so they moved from the somewhat complicated older system to the current (perhaps not quite flexible enough) system of feria-memorial-feast-solemnity. Another vestment-type (not particularly rite-related) question: Why do I see stoles worn over the chasuble sometimes and under it other times (most of the time)? That one is simple. :) Wearing the stole over the chasuble is wrong. Some priests do it (and I believe it was somewhat more common in the last few decades) because presumably they think it looks better. But they are wrong, and they should not be doing it. You can see here how the gothic chasuble eventually became a fiddleback by cutting away more and more fabric around the arms. And wearing a stole over the chasuble is just wrong.
