Although it is true that the Pope cannot stop the Episcopal Church (and other Protestant sects) from performing "gay" weddings at the National Cathedral, he can issue an order that basically ends all ecumenical activity (i.e., cooperation and dialogue) with the Episcopal Church, and any other Protestant group that supports this sort of immortal agenda. To be honest, the Catholic Church should have broken off ecumenical relations with the Episcopalians when they began ordaining women back in the 1970s. Sad but true. :( At this point in time I do not think there is anything to be gained through dialogue with the Episcopalians, especially the American Episcopalians of Katharine Jefferts Schori's ilk.
