The Church Forbidding Laity From Receiving Communion?

So according to my RCIA teacher, in the 1700s the Catholic Church had forbid laity from receiving Holy Communion, is this true?

Meh, probably not. There was an emphasis on receiving it worthily. To this point some felt they could not receive often. St. John of the Cross has a good chapter on receiving too often or without due consideration. It is probably a better problem to have than people in obvious mortal sin feeling obliged to receive because everyone and their dog does.
