When an obligatory memorial such as the feast of St Francis or St Dominic occur the Masses for Various Needs and Occasions and Votive Masses are not to be used. However as noted there can be exceptions e.g. if there is Confirmation on the feast of St Francis then the priest, or Bishop, may choose the ritual Mass for Confirmation.
