This, basically. I mean, number one it depends on what show you're watching. Some are a fairly realistic presentation, and some exaggerate due to cartoon proportional long legs and small waists and whatnot. Nothing really earth shattering about that.

For difference between different shows, even within very similar genres:

Toradora:

Somewhat on the shorter end of the spectrum, although they didn't play it for fanservice.


Clannad:

This one seems like a fairly realistic length to me.

So yeah, part of it is simply the nature of cartoon proportions. Part of it is genre conventions. Part of it is how things actually are. Sometimes it's a sexual thing, but certainly not always, and rarely in the shows that I watch.
