Clear plastic rain poncho cut off at the bottom to make it shorter. Add bubble wrap strips at the bottom. Line with blue glowsticks. Gather it all at the bottom to make the top part bunchy... He's wearing a blue shirt underneath, unless it's cold, in which case he'll wear a coat.
