So the message is that when a magical badge wearing angel of the State accidentally shoots innocent bystanders, that's okay because we have to stop bad guys.

However, non-magical, regular people without badges must not carry weapons because when their ordinary, non-magical bullets strike bystanders, that is a massive difference. It's all very metaphysical.
