I don't think there is a license or certificate involved. If you do rap music, or what you deem to be rap music, and consider yourself to be catholic, or rap about catholic stuff, I suppose you can call yourself a catholic rapper. I mean we can't keep Nancy Pelosi from calling herself a catholic, so if a rapper wants to call himself a catholic, I can't think of anyway to stop him.
