Is it permitted to confess venial sins that have already been remitted by reception of Communion etc?

The longer answer is that there is no penalty in being contrite for past sins whether they have been brought to confession before. this would include venial sins.

Quick question, Mr. smart person: Father Mitch Pacwa said we can be forgiven of our venial sins through acts of penance and I believe he said charity as well. What did he mean? I may not have said it exactly as he said it so if it sounds wrong that is why.
