The incredible part is that it *was* sent Express Mail International, and had a "guaranteed delivery" of Monday 6/18. My friend went to the post office in Bolivia -- and they *then* informed her that they were having a hard time getting mail to the US, and that the average time for an Express Mail package is right now somewhere between 7 and 10 days. Normal delivery is 12 days. 7 days is today. 10 days is either Saturday or Monday. I *was* travelling to the consulate on Friday. I'm flipping out. I have a copy of the notarized letter (sent via email). I may have to present that and hope for the best. I can move my trip to NYC to next week (say Thursday), but this is nuts.
