Ideally perhaps. But as long as govenment has power it can be bought and crony capitalism will still exist. No matter how many safeguards you put a big and powerful federal government is the wrong way to go and creates more problems than it solves. That is why if you take federal power away and give it back to the states and impose term limits those in power become more accountable to the people they serve and the states can experiment with different solutions.
