Pablo Picasso, on the other hand, is truly bad art. I'm sure some people appreciate his style, but I just think it's hideous. And that other guy, with the paintings of the drippings - it just seems beneath our nature.

People think Picasso is art b/c they are told it is art. I truly believe people wouldn't think Picasso was good if never trained to think so.

Who gets to make that call? Are you the authority on what is and isn't art?

Art is sometimes not about pleasantness. True art involves at least some aspect of novelty. Until Picasso came along, nobody had ever seen the world through the lens that he provided. It is gorgeous? Not all of it, for sure. But he attempted (and succeeded) in communicating his view of the world in a novel fashion. You don't have to like it, but you don't get to decide that it isn't art.

It would be like saying this: People think Chinese is a language because they are told it is a language. I truly believe that people wouldn't think it was a language if never trained to think so.
Just because one can't/doesn't/is unwilling to understand something doesn't grant him the power to declare it void of merit.

We all make that call. Art is almost entirely subjective. So, unfortunately, some people like Picasso get famous from other people wanting to look like intellectuals; "Look at this exquisite piece! It's so... abstract!" But, art for one person might not be art for another. It's all about opinion.

Now, I do think that some "art" is not really art due to the moral barriers that are broken. And if that is "art" then it's necessarily evil art and should be avoided by artists and spectators.
