Basilisa Marie
There's a wide spectrum for dresses when it comes to interpreting what "modest" means. That is, I know some women who feel comfortable wearing a strapless dress in the summer that doesn't show any cleavage, whereas other women I know aren't comfortable unless there are at least 2 inch sleeves. But then, modesty also really depends on a particular woman's build. But if you're looking for something on the more "conservative" end of the modesty spectrum, I'd check out any LDS/Mormon websites. Mormons in general have very strict guidelines for feminine (and masculine, actually) modesty, and their dresses are GORGEOUS. Otherwise, I've been successful at the usual standards (Macy's, JC Penny's, Sears, etc). Edit: DRESS BARN! How could I forget Dress Barn? I love them so much - you can find very pretty and modest clothing there. Edited February 19, 2012 by Basilisa Marie

Lisa
David's bridal has quite a few pretty and modest options. Clearly, they aren't one-of-a-kind and you have to sort through the scary ones, but they're reasonably priced. inunionwithrome
I too, was going to say try a bridal shop such as David's Bridal. They often have a Clearance Section from overstock material. Also, perhaps, try a second hand store or Consignment shop. Just because those dresses are often less, does not mean they are not nice. I got a dress there for a Costume competion one year. It was beautiful and also they are A-line a lot of the times. Hope this helps.
