Bishops are apostles, but they're successors to the original 12 Apostles. I know that probably sounds retarded, but that's the best way I know how to explain it. Bishops today are [b]a[/b]postles in the same sense, shepherding the flock by the same guidelines instructed from the mouth of Christ, even before the Bible was written down, approved, and preserved by them.
