How does CCC 100 apply when we talk about saints accepted by Rome who were not in communion during their earthly life, for example St. Gregory Palamas? Thanks!

Saints, and even most theologians, are not part of the Magisterium (which precisely means "the teach authority of the Church), and usually refers to the hierarchy. This paragraph is saying that the Bible is under the authority of the Magisterium.
