Don't think too hard on it. The answer would be very simple, and nothing nefarious. She'd be wearing them to look nice. To feel good about herself, and probably in the hope that you'd think she looked pretty (and there's nothing wrong with that).

I usually think in terms of hot/sexy vs pretty/beautiful. Modesty is all about adorning yourself in a way that reflects your interior beauty. There's nothing wrong with looking good, in fact, choosing to make yourself look ugly is just as bad as being immodest, it just becomes an issue of immodesty when a person's clothing choices say "look at my body" instead of "look at me."
