The sacrament of the sick is administered to anyone who requests it or needs it. They don't need to be dying but it's often associated with that. When a person is dying the priest usually also administers the sacrament of confession if the person requests or requires it. There are also prayers that can be said by the priest or family. All of this, at least in my experience, is summarised as 'last rites'. Baptism can be done without a priest in severe emergencies i.e if the person or child will do die before they the priest can administer. This is covered by canon law 861(2). The sacrament of confession has to be done by a priest because it requires absolution. However, anyone can hear another persons confessions of sins and encourage the person to make an act of contrition before they die i.e. if a priest isn't available or there isn't going to be time to seek the sacrament via a priest. My grandmother always used to get us to confess all our sins in prayer privately and make an act of contrition before heading out for the sacrament. I think this was 'insurance' in case we got run over or something before arriving. But the brother who gave anointment and absolution relates to the video and that scene wasn't real.
