Is The Confessor's Decision Really Accepted By God?

Like when he says that we don't need to make restitution even if we can and stuff? If we listen to him there is no risk of going to hell or anything?

Firstly if a given piece of advice is bad in the confessional, then a priest’s giving it to a penitent would be, at a minimum, a failure in pastoral care. Depending on circumstances, a priest’s proffering of bad advice in confession might even, as a violation of charity or justice, be sinful.

However, If the scrupulous person will follow the advice of their confessor, they will have a chance of finding peace. Otherwise, there is only turmoil, anxiety, and stress.

So it's really up to you if you wanted to do restitution then you could do it. I really can't comment further especially if I don't know the circumstances.
