A bishop has the power to ordain men to the priesthood, but that doesn't mean he has the right to. By ordination, a priest has the power to forgive sins and consecrate the Eucharist, but he can lose the right to do so. A bishop can leave the church, and be forbidden to ordain priests, but he still has the power to, and over the centuries there have been a few that have.
