It's main function is to keep insects and dust out of the chalice. In our new churches, it not as necessary as it once was, but we certainly use one here in summer since our church doesn't have air conditioning and we have open windows. It is tradition to remove it for the consecration and obviously when distributing communion, however, if in a tropical area where insects are a constant, some priests may opt to have it covered as much as possible.
