In April 1992 he was appointed Permanent Observer of the Holy See to the Council of Europe in Strasbourg, France, and from December 1995 to October 2002 served as Under-Secretary of the Section for Relations with States of the Secretariat of State, at the Vatican. The temproial authority of the Church is real and important, but it is not the same as the Magestirial Authority of the Church. Are the adults around you so unable to put up with you that instead you need to make fun of people half your age in order to feel that you have some sort of power? I pity you.
