This doesn't sound like cayenne to me. I'd guess that some is hotter than others.

i hardly ever use garlic by itself. almost always i put dill with it. a very good combo.

Powder.
I'm pretty sure it is really cayenne... when I make a batch of scrambled eggs, say four or five, I have to pour in about a 3/4 tablespoon before I even know it's there. The way people talk about it, I'd always expected it to be way more in your face.

Depends on the dish, but basil always has high marks.

Um... butter. I usually buy frozen veggies (certain ones fresh, and only tomatoes and beans canned [not green beans, black beans and the like if I don't have time to start from dried]), and just served them with some melted butter over them. I like to add a splash of lemon juice and some basil to green beans. Butter and salt for corn on the cob. Cream, butter, and parmesan/asiago/romano coagulated milk blend in smashed potatoes.

I don't use pre-mixed seasonings. Except for the lime-cilantro sauce I make for my fish tacos, so very tasty and good for you, calls for a bit of ranch mix.

I was just reading over some of the other responses and realized I lied. Sometimes I use Montreal Chicken seasoning.

garlic and cilantro FTW! Also, fresh parsley for certain dishes. The more responses I read the more I realize I use on a fairly regular basis. lol I guess sometimes I forget about the fresh herbs because I almost think of them as produce. lol
