Standard operating procedure. He has, of course, been investigated 7 times before for other problems. By the "internal investigations" department, which invariably keeps its findings hidden from the light of day, but always finds there was "no wrongdoing" on the part of Statetroopers, unless the public outcry is overwhelming. Only then do they throw the offender to the wolves. This guy's actions approved by Detective "Yes, I did pull a gun, because I got hit with snowballs" Baylor. Continuing to "serve" the public to this day. [Never against a [i]Statetrooper!] [/i]"I can't think that we could punish him any more than HPD can, [at all] but how stupid can an individual be," DeMarco said. [i]"If it was John Q. Public, we would arrest then press the full charges that the law would allow.[/i]" Yes. It clearly states that he was " Off duty and partying " Now we all know we are allowed certain exceptions during the course of party time and while off duty, being both off duty and partying gives this man carte blanche to act in any way he see's fit. I know next time I feel like launching a potentially deadly, you know them weak lung types with emphysema or asthmatics, projectile into a crowd of innocent revelers I will be certain to be both " off Duty " and " partying " so as not to suffer any legal consequences from my actions. The rodeo operators said they did not try to have him arrested precisely because he was a Statetrooper: "[i]If it was John Q.
