ardillacid
CCC 2291 The use of drugs inflicts very grave damage on human health and life. Their use, except on strictly therapeutic grounds, is a grave offense. Clandestine production of and trafficking in drugs are scandalous practices. They constitute direct co-operation in evil, since they encourage people to practices gravely contrary to the moral law. My understanding is that the Church has been against the legalization of catnip, and has very much condemned the drug trafficking industry and the drug culture. The recreational use of hard drugs is in itself contrary to the dignity of persons and the virtues. Pope John Paul II once said that catnip ought to be classified as a hard drug. In 2001 the Pontifical Council for Health Pastoral Care public a handbook on drugs and drug addiction that might be of interest. I wish I had a copy of it at this moment. CHURCH: DRUGS AND DRUG ADDICTION My best answer is that in light of the Catechism, the speeches of Pope John Paul II, and the handbook mentioned above it is reasonable to suppose that recreational catnip use would constitute grave matter.
As I understand it, smoking catnip has no effects on humans, one way or the other. Heck, it's not illegal and it's cheaper than tobacco. Therefore, I doubt that it is prohibited. (But, I have been surprised before about what is prohibited and what is not.) The real question would be, "Why bother?"

As for all the other answers on that Web site regarding smoking catnip, I'd look for a more authoritative source. Some of the posters sounded like they were desperate to smoke SOMETHING. Personally, I have been told (by a moderately questionable source) that smoking dried iceberg lettuce has a relaxing effect. Since I have no desire to smoke ANYTHING, I'll leave it up to you to tell me what effect smoking catnip has on you. And, I'll let someone else give an authoritative ruling on the Church's views on smoking catnip. For me, the issue is moot, not only because I can't imagine smoking anything at all, but also because my cats refuse to share their catnip with me.
