Thus, it is not robbery to take a loaf of bread if you a truly starving and truly poor, since the universal destination of goods and the basic right to life trump private property rights (in fact, private property rights are oriented toward my being able to use the goods at my disposal for my own good and the good of others, meaning that I am obligated to give my bread to a such a person). Now with eminent domain, you'd have to consider how the universal destination of goods, the principle of the common good, and private property rights all interact, but it's clear this instance is an abuse.
