Priests Attending Mass But Not Concelebrating

We have a retired priest who is a member of our parish. He was pastor here like 30 years ago. He's a tad unsteady on his feet, and his hands shake, so he just sits in the pew. He did say one mass at his 50th anniversary celebration. He takes part in all the activities of the parish, he just doesn't say mass anymore. I do notice that he makes a point to sit where he knows he can receive the Eucharist from the priest and not a EM.

It could be that the priest in question does not have faculties (is that the word I am looking for?) to celebrate in the archdiocese.
