Development Of Doctrine

Thanks for this great forum! The Q&A forum is a nice and unique touch.

I have read that there is a dogma called "the development of doctrine." Is it truly dogma? What does it mean? Where can I learn more?

Also, I have read that it is infallible Catholic doctrine that dogmas do not evolve. Are the two doctrines diametrically opposed? What am I missing here?

Keep in mind this is a theological position that is not clearly defined by the Church. It is not a dogma. It is not even a doctrine. It is a theological theory that is, in my opinion, true.
