I know this sounds simple, But imo isn't devotion part of worship?

Also Our Lady of Fatima asked for the "consecration of Russia"
What exactly does that mean since their Orthodox?

To the first question, yes devotion is to be a part of worship lest we become white washed tombs.

To the second question: It is a real sticking point for Ecumenical Dialogue, but her request is usually thought to mean that Russia (and the whole world) ought to be consecrated in reparation for Communism (and the rest of the world's sins).
